Count current structural seats by relative level

Requires company admin access and members.view. Counts retained structural positions at each positive distance from the selected node through the explicit depth, including seats belonging to discarded members; hidden seats are counted but never returned as readable nodes. levels are zero-filled through the bound. counts_as_of is the observation time of this statement, not the last rollup time and not a replica-freshness guarantee. Depth beyond the admitted 1-7 profile or more than 10,000 positions returns pagination_requires_projection without partial counts; a statement deadline returns lookup_too_large. Only depth is accepted in the query string; body, history, period, and paging selectors are unsupported. This endpoint does not activate or populate a tree.
