Record that a preview comment's change was published
Records that the change a run answered the comment with went out in a publish, and who published it. The caller is the publisher.
Send it only once the publish went out. A failed or cancelled publish, and the pull that merges server changes before a publish runs again, are not publishes and record nothing. A publish sends the theme’s whole local copy, so it carries every change made there, approved or not: approving a comment publishes nothing, and this register is separate from status.
run_id must name a run that answered on this comment. The newer
published_at_ms wins and an equal one goes to the write that
arrived; a write carrying an older stamp is discarded and answered 200
with the comment unchanged. A stamp ahead of the server’s clock is
taken as the server’s now, so a clock running fast cannot outrank
later publishes. Recording a publish does not change the comment’s
lock_version.
The caller must be a person: a token with no user behind it has no publisher to record and is refused with 403.
