Create a custom price type

Creates an active custom pricing tier (“Price Type”) and provisions its catalogs and price lists across every market, unpriced. DORMANT: refused with 422 (catalog_writes_required) unless the company’s custom_price_types capability is enabled. A provisioning failure rolls back the whole create. Optional copy_from_pricing_tier_id clones explicit prices from an existing tier of this company (system or custom, but active) into the new one, market by market, in the same transaction (PLAN-ADMIN-PRICE-TYPES.md P5); only explicit price_list_prices rows are copied, never a source list’s blanket adjustment or its quantity price breaks/rules, and the response’s clone object reports what was copied. Requires admin tier and pricing_tiers.manage permission.

A company pricing tier ("Price Type" in the admin UI). Seeded system tiers (Retail, Preferred, Wholesale, ...) are always present and can be renamed but never archived; custom tiers are admin-created and DORMANT -- create is refused with 422 until the company's custom_price_types capability is enabled. Catalogs and member types both reference tiers with restrict_with_error, so archiving (never deleting) is the only removal, and forces reassignment of any member type still pointing at the tier.
