Change a member's email address

Admin-led account recovery for a member who has lost inbox access. Changes the email of the member resolved by member_id, delegating to the shared email-change engine, which updates the login email and cascades to the linked customer and the denormalized member email. Email is intentionally not writable on the plain member update — this sub-resource is the single seam so the full audit and cross-record sync always run. The caller must be a company admin holding the users.change_email permission.
